It's pretty much like Steve guessed. The organizers decided, with plenty of time to change the program, that they would simply fool everyone. One of the people I interviewed (who spoke on condition of anonymity) even said, "Well, we try to put on a show that's as exciting as possible for everyone. I think we did that." But the entire crux of the issue is that they gave the impression that it <em>was</em> being burned. It goes past hokey; it is certainly deceptive and, even more so, disingenuous. There's no way they were just calling in the fire marshall at the last minute to check out a show that featured hundreds of thousands of dollars worth of fireworks and huge flames all over the place. No way. The fire department was involved from the beginning. The event's promoters simply chose to go for the "artificial tug at the heartstrings" as you so cynically put it, placing style over substance and taking advantage of people's desire to feel just an ounce of true, genuine patriotism on the 4th of July. Those silly people: how could they be so stupid, right? Absolutely, the flag code permits retirement without burning. Sure, it's a little deceptive and hokey to have flames in the background when the flag isn't actually burning. Perhaps the safety violation was discovered at the last moment. But the flag was still being "retired," was it not? (I doubt it flew again after that night.) Regardless, anyone who went to that program was just asking for an artificial tug at their heartstrings.
